Parking Regulations
Guidelines for Parking on Campus
Parking at Catawba College is a privilege, tasking all who park on campus with certain responsibilities to promote good stewardship of the spaces we have available. A vehicle operator on campus must operate and park their vehicle within campus guidelines abiding by all local and state laws of North Carolina. These regulations have been established to encourage Character, which is one of our Pillars here at Catawba College.
(Applicable 24 hours a day, 365 days a year, to include Holidays)
A. Vehicle Registration
Catawba College requires all vehicles parking on campus properties or within the Clery Geography be registered with the Office of Public Safety. In order to register your vehicle, you can go online at Catawba College Parking Portal or by contacting the Office of Public Safety at 704.637.4000. The information needed will be your contact info, license plate, and vehicle information. All registered vehicles must have a valid state issued license plate in accordance with NCGS 20-111.
Permits issued to students shall be on an academic year schedule requiring re-registration for returning students the next academic year. The academic year is from June 1st until May 31st.
Catawba College reserves the right to deny or revoke parking permits at any time. The Office of Public Safety may issue parking hang tags to specific permit holders based upon the parking needs and peak times on campus. If the registering person does not have a state issued metal registration plate, a temporary permit can be provided by contacting the Office of Public Safety at 704.637.4000. This permit will only be valid until a metal plate can be displayed on the vehicle. You can apply for up to five (5) vehicles per permit; however, only one vehicle may be on campus at any point in time. Having more than one vehicle on campus will result in the secondary vehicle being considered unpermitted.
B. Visitor Parking
Visitors of Catawba College may park in front of the Hedrick Building, located at 2301 W. Innes St., Salisbury, NC 28144. Visitors in these spaces are exempt from Visitor Vehicle Registration.
Visitors for an event may also park in the designated parking areas for the event and are also exempt from Visitor Vehicle Registration.
Visitors and Guests not attending an event or may be visiting for some time are required to register their vehicle by applying for a Visitor Parking Permit for free. This is so that the Office of Public Safety knows who to contact in the event a visitor’s vehicle is damaged while parking on campus or needs to be relocated. C. Student Parking
Students may park at the designated locations below. Students must have their vehicle registered prior to parking on campus.
- Robertson College-Community Center Parking Areas
- Commuter Parking Lot (Next to RCCC)
- Salisbury-Rowan Hall Parking Lot (In Front of Pine Knot Hall)
- Shuford Stadium Parking Lot (Exceptions During Events)
- Tennis Court Rear Parking (Exceptions During Events)
- Gravel Parking Lot (Next to the Newman Park Baseball Field)
- Rear Corriher-Linn-Black Library Parking Lot
- Any additional area designated by Catawba College
D. Faculty & Staff Parking
Faculty & Staff are required to have their vehicle registered with the Office of Public Safety. Faculty and Staff parking may not be utilized by students at any point in time unless otherwise approved by the Office of Public Safety.

- Shuford-Stadium Parking Lot (Exceptions During Events)
- Rear Shuford Science Parking Lot
- Faculty Staff Circle (Omwake-Dearborn Chapel, Shuford Science, and Corriher-Linn-Black Library)
- Hoke Lot (Behind the Information Technology Office)
- Parking Area around the Gymnasium, Student Center, and Volleyball Court
- Bungalow Parking Area (130 N. Park Dr.) - Also for the Residents assigned to this location
- Any additional area designated by Catawba College
Catawba College maintains parking regulations as issued by the state under NCGS 20-37.6. Additional requests for temporary parking needs can be placed through the Catawba College Office of Accessibility. Public Safety Officers can perform transportation from campus parking to your desired location on campus to aid in any accessibility needs. Call 704.637.4000 for transportation via golf cart or vehicle.
NCGS 20-37.6 Accessibility Parking
Public Safety of Catawba College may request to review the state issued vehicle registration if an officer suspects the placard or registration plate issued by the state are borrowed and do not belong to the operator of the vehicle. This falls under the above statute pertaining to NCGS 20-37.6(e)(2).
A. General Enforcement
The Office of Public Safety shall monitor, and issue parking violation citations as needed 24 hours 365 days a year within the Catawba College Clery geography. Citations issued will be placed on the violator’s vehicle windshield. If the vehicle is registered, an electronic copy will also be sent to the vehicle operator. Citations to unregistered vehicles that are unpaid for more than 30 days are still collectible by Catawba College, or a third-party entity assigned by the college to collect on their behalf.
The Office of Public Safety requests all vehicles, unless otherwise unable to do so, to pull into parking spaces with the front bumper facing the inside of the marked spot. This does not apply to parallel parking spots, emergency vehicles or when actively loading/unloading.
Catawba College reserves the right to consult with the Office of Student Conduct when necessary.
B. Jurisdiction
Catawba College Public Safety Officers are authorized to enforce parking traffic violations within the Clery Geography assigned to Catawba College. The Clery Geography of Catawba College are the following:
- Any Parking Areas on Campus
- Any Properties Owned by Catawba College or Controlled by the College (Including Leased Properties)
- Public Properties and Streets within or Adjacent and Accessible to Campus

D. Citation Payments
Citations issued can be disputed within fourteen (14) days of issuance. The recipient of a citation has fourteen (14) days from time of issuance to settle or dispute the citation before a late penalty is applied of $5 per violation. If the recipient of a citation settles the citation within forty-eight (48) hours from the time of issuance, a discount of 15% is applied.
Recipients of citations can pay online via the QR code on the bottom of the citation, or by visiting the Parking Permit & Ticket Portal at tocite.net/catawbacollege/portal and searching for their ticket to pay. Payments can also be made in the form of cash, check, or card at the Catawba College Business Office during normal operating business hours. Students can also request the charges be applied to their account by contacting both the Business Office and Public Safety. The request must be followed up via email to both offices to document the communication.
Failure to settle citations within thirty (30) days of issuance or by May 1st of the year will result in charges being applied to the appropriate accounts within the Business Office.
Recipients of a citation have fourteen (14) days to dispute the ticket. When disputing the citation, the amount owed will be frozen until an appeals hearing can be scheduled and ticket adjudication takes place.
A. How to Dispute a Ticket
Anyone can dispute their citation for any reason if they wish. The dispute option will be on the same Parking Permit & Ticket Portal under the citation when searched for at www.tocite.net/catawbacollege/portal.
After a dispute is filed within the portal, a notification will be sent to the disputing person confirming the request. The dispute will then be scheduled to be reviewed by the Parking Appeals Committee.
A dispute can lead to one of the following outcomes:
- Uphold the Citation in Full
- Uphold One Charge in Favor while Dismissing Additional Charge(s)
- Dismiss the Citation in the Entirety or as a Warning
- Reduce the Penalties Imposed as a Result of the Citation
After the Parking Appeals Committee reaches a disposition of the citation dispute, notification will be made to the appealing person within two (2) business days after the appeals meeting convenes.
If you dispute a citation, this will be the only attempt to plead in your case before the Parking Appeals Committee. It is important to note all information the appealing person would want to go before the committee on this dispute request. The vehicle in question must be registered to dispute a citation. Failure to register prior to a dispute hearing may result in an automatic denial of the dispute at the discretion of the committee.
Once an adjudication is reached by the Parking Appeals Committee, it cannot be disputed a second time. Outstanding fines, if any, are due within seven (7) days of the notification of the outcome.
B. Parking Appeals Committee
The Catawba College Parking Appeals Committee will serve as a review board for parking citation disputes on a monthly basis. The date/time of the meeting can change based upon the availability of the serving members. The board will be comprised of seven (7) members expressive of the campus community’s diverse backgrounds and experiences.
When meeting, a member from the Public Safety Office will present the factual basis of each disputed citation before the appeals board. The appeals board will vote to select one of the previously mentioned adjudications.
The Parking Appeals Committee will uphold the values of honesty, integrity, and compassion while making a decision free of bias or personal feelings. To come to a conclusion on an appeal, the majority of the committee must agree to a singular decision for the outcome of the citations in question.
Five (5) of the members serving in this capacity will meet monthly whilst the additional two (2) members serve in a back-up role when a member cannot attend. The additional two (2) back-up members can also vote when a member needs to recuse themselves from the process due to a conflict of interest.
Presentation of appeals will be done so to ensure the following is available to the committee:
- Time/Date of Violation
- Violation Charges
- Location of Violation
- Photographs of the Violation
- Any Information the Appealer wishes to be Seen by the Committee
- Any Repeat Violation Status Attached to the Citation
- Registration/Permit Status of the Vehicle
The Parking Appeals Committee is subject to change to suit the needs of the serving members for the duration of their time commitment. The Office of Public Safety is responsible for scheduling and communications with regards to organizing the Parking Appeals Committee.
Catawba College reserves the right to immobilize unregistered vehicles with three (3) or more citations parking on property owned by Catawba College. Immobilization will include a vehicle boot, either physical or electronic. Boot removal will require a vehicle registration to be placed on file within the permitting system by the operator.
Booting vehicles will only be utilized in the manner as instructed by the manufacturer of the boot. Any deployment of such device must be documented via the notes on the bottom of the most recent citation provided at the time of the device deployment. The immobilization of a vehicle may also result in a notification sticker being placed on the driver’s window of the vehicle.
Catawba College will not be held responsible for any damage the operator causes in the attempt to drive while the vehicle is immobilized by a device. Likewise, the college will not be held responsible for any damages the immobilization device may cause to vehicles in violation.
If a vehicle operator damages or otherwise forcefully removes such device, placed on by Catawba College, the campus reserves the right to charge the operator accordingly for the price of the device. This price is subject to change based on the replacement of the equipment.
No costs will be associated with the removal of such device on a vehicle as long as the operator appropriately registers their vehicle either before or during the removal of the immobilization device. Immobilization devices will not be deployed in city streets or roads where the City of Salisbury properly maintains
Catawba College reserves the right to remove any vehicle for any reason at the discretion of the campus. Towing Enforcement will take place after a vehicle has been cited for the fourth (4th) time in the Academic Year. Notification of the vehicle removal will be made by the Office of Public Safety. Notification cannot be made if the operator has failed to properly register their vehicle. The Office of Public Safety will also complete a conduct report on the vehicle operator, if known, for external review within the Office of Student Conduct. The third citation being cited to a repeat violator will have notification at the bottom of the citation indicated that future violations will result in removal from the property.
Towing fees are chargeable to the vehicle owner/operator responsible for the vehicle requiring the removal from campus. Catawba College assumes no responsibility for any damage to vehicles during the removal process.
Catawba College Public Safety may not request vehicles be towed from City owned streets; however, Catawba College Public Safety may still enforce parking penalties against violators parking within the Clery geography of campus.
Removal of vehicles can also take place in the following circumstances:
- The vehicle has been abandoned on campus property or is otherwise inoperable for seven (7) days.
- The operator is banned from Catawba College property and notification was previously made.
- The vehicle is not appropriately registered under NCGS 20-111.
- The vehicle poses safety and/or health hazards to the community.
- The vehicle is impeding traffic or otherwise preventing other vehicles from moving.
- The vehicle is parked in a towaway zone.
The Office of Public Safety reviews parking reservation requests as they receive them. Requests for entire lot reservations must be submitted via email no later than thirty (30) days before the event. This is so that communication can be made out to the campus community ahead of time. Parking lot reservations will be directly impacted by the availability of parking on campus at the time of the event requiring such reservations.
Reservations of spaces must be submitted via email no later than seven (7) days before the date needed, when feasible.
Emergency requests can be placed by contacting the Office of Public Safety at 704.637.4000; however, this does not guarantee parking reservation availability.
